Jessica Morris

Assistant Vice-President of Public Affairs


Jessica Morris serves as an Assistant Vice-President of Public Affairs at Benchmark Strategies. Her areas of focus and expertise include renewable energy and sustainability, intergovernmental relations, public policymaking and execution, and press and media relations. 


Prior to joining Benchmark, Jessica served six years at the City of Boston as the Chief of Staff to former Boston City Councilor and Council President Pro Tempore Matt O’Malley. She oversaw and managed a team of legislative staff and neighborhood liaisons for a Council district that represents residents in five Boston neighborhoods. 


As lead staff for the Council’s Committee on Environment, Resiliency, and Parks, Jessica has a proven track record of delivering policy solutions and strategies while leading robust stakeholder engagement, including but not limited to eliminating single-use plastic bags, passing a municipal aggregation program, Community Choice Electricity, a city-wide curbside composting pilot, a textile recycling program, and net-zero carbon standards for municipal buildings. 


Jessica also led the successful development and execution of a comprehensive building decarbonization policy called the Building Emissions Reduction and Disclosure Ordinance (BERDO 2.0). She supported research, organized public hearings and working sessions, and conducted outreach to media and stakeholders. In response to the City of Boston’s net-zero emissions by 2050 goal, the ordinance set a blueprint and targets for Boston’s large buildings, resulting in an estimated total savings of 37 million metric tons of greenhouse gases in 30 years. 


Prior to working at the City Council, Jessica was an Emerging Fellow at the Roosevelt Network, the nation's largest student-run think tank found on campuses and in cities across nearly 40 states in five regions. Over her four years at Roosevelt, she supported new chapters in the Northeast region, organized regional conferences, interned with a telecommunications expert Susan Crawford and a Congressional consulting firm, and published a white paper.


Jessica is a graduate of Mount Holyoke College, where she received a degree in Politics and Gender Studies. She currently resides in the Boston neighborhood of Jamaica Plain.
